What is REGAR

REGAR is a mechanism of relationship, knowledge and information management between guarantee systems and ibero-american entities as a fundamental means of accessing financing and public contracting / tendering in optimal conditions of time and costs, micro, small and medium ibero-american companies.

The REGAR ibero-american Guarantee Network is an idea that emerged in the framework of the International Conference of Valladolid and Burgos (Spain) in 1998, with the predecessor of the International Seminar “Guarantees in Micro-Enterprise, Small and Medium-sized Enterprise” ) in 1996 and the ibero-american Guarantees Societies’ Forum in Caracas in 1998.

On September 25, 1998, the 24 participating institutions from 14 ibero-american countries signed a joint declaration in Burgos to establish an Ibero-American Forum on Guarantee Systems, to identify mutual knowledge, best practices, exchange experiences and obtain information. Ibero-American guarantee systems and entities. Later, and also in Burgos, on June 21, 2010, the institutional sponsors REGAR ALIDE, IBERAVAL, SELA and SPGM (currently known as Banco Português de Fomento) signed a protocol for institutionally strengthening REGAR, open to new sponsors incorporation.

The institution of the REGAR Network concluded on October 24, 2011 with the inscription in the SEGIB Ibero-American Networks registry and finally on December 5, 2017 with the constitution in Porto (Portugal) of the non-profit association Ibero-American Network REGAR Guarantees, following the signing of the Bogotá – based act on 27 September 2017.

On December 5, 2017, the REGAR Association was established in Porto (Portugal) with 10 Founding Partners from seven countries, open to new incorporations. The Society governs its Statutes, Internal Regulations and all such regulations applicable to it.

Promote, facilitate and coordinate the exchange of information, knowledge, experience and policies related to access to finance and the guarantees facilitating this for businesses in the region, as well as promoting the innovation of guarantee products related to finance and the facilitating guarantees for Companies in the region as well as promoting the innovation of guarantee products – programs for the innovation of guarantee products – program holders of REGAR, who promote access to finance, preferably for micro, small and medium-sized enterprises, by granting guarantees or endorsements.
